Pascal Leroy was born in Namur in 1951. He received the degree of Doctor of Veterinary Medicine at the Faculty of Veterinary Medicine, University of Liège (1975), Master in Computer Science, Brussels (1979) and the PhD in Veterinary Science of the University of Liège (1981).

After studying Veterinary Medicine, he began an academic career at the Faculty of Veterinary Medicine of the University of Liège. Specialist in mathematical models of genetic evaluation and in the muscular hypertrophy of genetic origin in cattle (Belgian Blue cattle), pigs (Pietrain breed, Stress negative line), and sheep (Double muscled Texel), he went through all stages of the academic career and became Professor in 1988.

In the 1990s, he developed research on local poultry, more specifically the Ardennaise breed, with a view to protecting biodiversity. He also developed this approach on the African continent.

He was elected Dean of the Faculty of Veterinary Medicine at the University of Liège (1996 to 2002), Vice Dean (2006-2010), was reelected Dean in 2010 and became Vice-Rector for International Relations of the University of Liège in 2015.

In 2004, he became Chairman of the Steering Committee for Agricultural Research in the Walloon Region.

Passionate about animal production in the tropics, he founded “Vétérinaires Sans Frontières » (VSF) in Belgium in 1994 and he created the Tropical Veterinary Institute of the University of Liège in 1995. From 1996 to 1998, he chaired the Development Cooperation Centre (CECODEL) of the University of Liège and became the Vice-President of the University Commission for Development (CUD) of the Inter-University Council within which, in 1996, he initiated the University cooperation in Southeast Asia.

He is also Member of «Royal Academy for Overseas Sciences ».

He forged close links with universities in Europe, Africa, Asia, North and South America. He has participated, since 1980, to more than 250 missions abroad, including more than 100 missions in Africa: Algeria, Benin, Botswana, Burkina Faso, Burundi, Cameroon, Chad, Congo DRC, Republic of Congo, Egypt, Ethiopia, Gabon, Ghana, Ivory Coast, Kenya, Liberia, Libya, Mali, Morocco, Niger, Rwanda, Senegal, South Africa, Sudan, Tanzania, Togo, Tunisia, Uganda, Zambia and more than 40 missions in Asia (Bangladesh, Cambodia, China, Indonesia, Laos, Myanmar, Thailand, Vietnam) as well as numerous missions to Brazil.

More recently, over 30 missions were carried out in the Middle East including Bahrain, Iraq, Kuwait, Lebanon, Oman, Qatar, Saudi Arabia, Syria, United Arab Emirates (UAE), Yemen and led notably, in 2014, on a significant investment of the private sector of Qatar in the Tropical Veterinary Institute of the University of Liege.
